Board Policy G.16.5 /Administrative Procedures G.13.5

Computer Systems & Network Use

The College provides limited access to computer systems and networks such as the Internet to registered students in good standing. Computer users must comply with College policies and guidelines and applicable laws. [AP G 13.5]


Students using College computer and network facilities, including access to on-line systems and services outside the College, must adhere to College guidelines: [BP G 16.5]


• Use of College computer systems and access to computer networks are services made available solely to further the mission of the College. Students may not use these services for any commercial purpose.

• Students must be aware of and comply with the licensing and copyright restrictions applicable to software, files and other material they may access. Copying software is strictly forbidden unless specifically authorized by an appropriate College authority.

• Users must respect the privacy of others; they may not access private files or communications of others, even if those files are unprotected.

• Federal law prohibits the transmission of certain software into certain foreign nations. When in doubt, students should not send software.

• Game playing on all College computers is prohibited unless assigned as part of a course.

• The creation, dissemination or possession of illegal or pornographic (as determined by local St. Louis standards) documents or images is strictly forbidden.

• Students may not use the computer systems for any abusive conduct such as sending harassing messages to others, damaging any College property (hardware or software) or knowingly introducing a computer virus or other destructive program.

• Under Missouri law, unauthorized access or interference with computer systems, computer data and other computer users is a felony. Upon learning that a student has violated any part of these guidelines which may also violate any federal or Missouri criminal statute, the College may immediately disable the student’s account(s), deny the student access to any College technology resources and turn over all pertinent information to an appropriate campus authority (usually the dean of Student Development/Student Support Services, and/or law enforcement agency) for further action, pursuant to Board policies G 17 Student Rights and Responsibilities and G 18 Student Appellate Process.


Campus Computing Center (D-300)—Forest Park

1. Student must present a current validated St. Louis Community College identification card each time the CCC is utilized.
2. Student diskettes must be scanned for viruses prior to using the CCC
3. No food, drink or cell phones are allowed within the computing facility
4. No children are permitted within the facility
5. Students may not download files nor save their work to the computing facility’s hard drive. Student files will be deleted from the CCC hard drives
6. Students are not permitted to alter system configurations
7. Access time to the Internet can be limited
8. Amount of paper used by a student is limited

G.17 Student Rights and Responsibilities

Upon enrolling in the College, each student assumes an obligation to conduct himself/herself in a manner compatible with the College’s function as an educational institution and to obey the laws enacted by federal, state and local governments. If this obligation is neglected or ignored by the student, the College must, in the interest of fulfilling its function, institute appropriate disciplinary action. [AP G 14, G 14.1 - G 14.2]

DIVISION G -- BOARD POLICY EDUCATIONAL PROGRAMS/REQUIREMENTS
Students who are parents have the responsibility to arrange suitable care for their children while they attend class. Students are not permitted to bring children to class nor should children be left unattended in halls, building offices or on campus. The College reserves the right to protect the safety and welfare of unattended children.
In addition to the above, misconduct that may subject a student to disciplinary action includes the following:

a. Dishonesty such as cheating, plagiarism, or knowingly furnishing false information to the College.
b. Forgery, alteration or misuse of College documents, records or identification.
c. Hazing, which is defined as any act that injures, frightens, endangers or degrades an individual.
d. Obstruction or disruption of teaching, research, administration, disciplinary procedures, or other College-authorized activities.
e. Sexual harassment of any person on College property or at College-authorized activities.
f. Physical abuse of any person on College property or at College-authorized activities, or conduct that threatens or endangers the health or safety of such person.
g. Theft or damage to College property or property of others on College premises or at College-authorized activities.
h. Unauthorized entry to or use of College facilities.
i. Violation of law or of College policies or procedures or campus rules or regulations (herein collectively called "Regulations").
j. Use of, being under the influence of, possession of, or distribution of, alcohol or controlled substances on College property or at College-authorized activities except as permitted under the Board policy entitled “Food Service Facilities.”
k. Disorderly conduct, breach of the peace, aiding or inciting another to breach the peace, or infringement upon the rights or defamation of another either on College property or at College-authorized activities.
l. Failure to comply with directions of a College official acting in the performance of his/her duties.
m. Possession or use of a firearm, explosive, dangerous chemical or other weapon or anything that could be construed as a weapon on College property or at College-authorized activities except as required by law and permitted by Regulations. Law enforcement officers who are enrolled and are on campus to attend classes or study are to take no action to enforce any Regulations, except as required by law. Alleged violations must be reported to campus police.
n. Any of the foregoing, if proven to be knowingly committed in concert with other persons, may make each participant responsible for the acts of the entire group.
